From November 24, 2016 update

Note: To open this quest, you must purchase Master's Rod (45 kg, 9 Pearls) and Hook 40 Pro (3 prong one, 3 Pearls) and equip float fishing tackle.

Thank you, I had all the baits, hooks, lines, etc. I bought the wrong rod, finally got the Master's Rod, so we are good now :)
